DC-based environmental group questions AF&PA’s Boiler MACT financial impact estimates [From the web]

WASHINGTON DC, Sept. 14, 2011 (Viewpoint) - In response to toxic air pollution standards finalized by the Environmental Protection Agency (EPA) for industrial boilers, the American Forest and Paper Association (AFPA) just released a ‘study' (conducted by Fisher International Inc.) projecting massive job losses from the proposed standards. However, only a cursory examination reveals gross exaggeration of compliance costs and employment impacts, and a lack of understanding of even introductory-level economics. It is not possible to do justice to the difference in sophistication between EPA's very detailed and careful analysis (251 pages) versus this industry study (17 pages), but let me offer just a few observations, starting with a comparison between EPA and AFPA estimates.

Laurie Johnson is Chief Economist at the Climate Center of the Natural Resources Defense Council in Washington DC. Prior to joining the NRDC in May 2008, she was a professor in the economics department at the University of Denver for eight years. Her research in environmental and natural resource economics, experimental economics, and poverty and welfare, appeared in academic and popular journals. At NRDC, her work has focused on macroeconomic modeling of climate change legislation, as well its distributional impacts. She received a PhD in economics from the University of Washington, Seattle.
