RISI VIEWPOINT: Tariff-protected newsprint mills to become the most profitable graphic paper mills in North America

Anti-dumping (ADD) and countervailing (CVD) duties/tariffs are now in place for many Canadian producers of newsprint and uncoated mechanical papers, excluding SC and lightweight papers. SC duties have already been in place since 2015, and lightweight (directory) paper was exempted because there is no more of this type of paper made in the USA anyway. The combined ADD/CVD rates for newsprint and other uncoated mechanical papers are 28% or higher for all Canadian mills except Resolute and White Birch, which have rates of 4.42% and 0.65%, respectively (Figure 1).
